Vacuum fluctuation for 1986 HCI

My 1986 HCI has a vacuum issue. The measurement fluctuate all over the map from each bank. No steady reading at all. The tester just jumps around. There is no known leaks in the system. Any ideas out there? Valve issues? Thanks in advance...
