I have experienced over boosting problem. I get 1.30 or 1.45. The mechanical setting is solid at 0.65, not a problem here. However, at one time and only one time, the boost was right on topped at 1.20 and no more, then, I turned off engine, came back started up, same overboost again.. Could this be the wastegate silenoid or wastegate capsule too strong....??????? The wastegate silenoid never been changed since new, 93. The casule is new with stronger spring for boost more than 1.2. or other problems... Please advise.

It is possible that your wastegate diaphragm is perforated or damaged.

If this is new then it could be either a faulty one or the new one was pinched during the installation.
