Headlights misbehaving

Hello all,

Bit of a strange one, my headlights are not coming on immediately.

1. Turn on car.

2. Turn on headlights.

3. Sidelights come on, no headlights.

4. After 30 seconds or so headlights try to come on, stay on for 1-10 seconds then go off again (each time light is emitted I hear a relay click).

5. Repeat step 4 for about a few minutes and then eventually the lights come on and stary on.

I feel its got to be a ballast thing, but both lights are affected..

Anyone had anything similar?

Maybe some icing up/condensation while parked is causing issues?
