Paintwork.... assistance needed...

Does anyone know of any decent (and Cheap) bodyshops/paintshops where i can get my front lip spoiler resprayed? and possibly if not too expensive the lower sill on the right side of the car.. as you can see from the attached photos the lip spoiler had a fight with a kerb... lost and has been patched up but the scar needs covering up;

Tricky thing is the colour.. its paint code A15 which is Helleblau but whats actually on it i have no idea it looks to be the original paint. anyone know where i can get a good match? ive tried paints4u, we match your paint kinda places and have three tins of hugley varying metalic blues on the shelf all of which are no way near close enough.

The bottom side sill has also been resprayed to cover any stone chips... this needs sorting out as its a mess... Yes i am a perfectionist (on a tight budget!)

Somewhere west/ north west north london or the midlands would be ideal but im willing to travel to get it done.
