My engine mount confusion

Tracking down a rough rough running engine all the time  I can feel everything the engine is doing  

messed with tune to no avail  then I started thinking mounts  took some pics of these and they look like somebody lost the buffer washer on top?

The metallastic mount is supposed to be assy like this.

Oh yeah   So I bought the car like this.  Engine out didn’t notice anything special about the washers   

Looks like someone before me lost the upper buffer washer or it has split into multiple pieces. Idk
