Hose from bottom of header tank

The hose that runs from the bottom of the header tank has a split in it and a joining pipe at its lower end. Is it there just to allow draining the system or is there another reason for it.

It's to allow the coolant in the header tank to enter the cooling system.

Sorry I ment the join in the pipe. Im replaceing the whole pipe and the joiner ispretty grotty so was thinking about leaving it out for the moment and would cut the one piece pipe and fit if needed at a later date.

It's just a joining piece AFAIK, it was replaced by a single hose later on.
