I am in Germany this week, currently in Frankfurt. My colleague and I are both on O2. My service is absolutely fine on my HTC, his iPhone has been offline all afternoon. My wife back in Scotland, also on O2 has had no service all afternoon. We called our comms people back in the UK to be told that all O2 registered iPhone's are down and it is non geographic. Having read the various news reports it does seem a bizarre problem.

Having worked at Cellnet in the early-mid '90s I would propose that service depends on which bit of the network has taken down which Home Location Registers. IIRC service depends on which HLR your IMEI (basically your phone or other piece of kit you put a SIM card into) and your IMSI (your SIM identifier) are registered on. If 'your' HLR goes down, all devices registered on it will be denied service wherever they are in the world. Its your HLR which is queried by foreign networks when you roam to establish your service validity. If they can't see your HLR, then you will be denied service. I think that's what has happened to my mates iPhone. Unlucky for some......
