they are not road legal in UK, the UK road lighting regs specify the maximum power so 100w is simply not allowed.

I am always wary about EBAY adds and their claims that products are road legal. My understanding is that the regs on lights in the U.K. are pretty strict. 
 

it may well be that it never causes a problem and you take a risk and never get stopped by the police and the car will pass its MOT just fine. But in many instances boy racers upgrade their headlights to products like these mentioned. This is why you can be blinded when a car comes towards you with this type headlights.

police are becoming wise to this and often stop and check the car over.

A lot of modern headlights, especially the premium german brands, are too bright when coming towards to you I find

And I did say they "could be", not that they were @andydclements

Which road ;)

They may probably fail an MOT on adjustment if they can't be dropped down enough.
