Denso mesh filter in airbox???

So i did a little inspection of my filter today - took ten minutes to remove the lid and get to the filter by undoing both jubilee clips, disconnecting the rectangular box from the airbox and pulling it upwards and off.  Reverse to fit back on.  

The paper filter was fairly black - K&N going in...

Has anyone else got a seemingly second filter inside the lid of their airbox?  Manufactured by Denso?

It's a carbon filter, required for the federal cars. 

It isn't renewable - ie you will need to drill it out in order to remove it.

So its purpose is as a secondary air cleaner?

I'm not entirely sure of it's purpose. You'd have to ask the 'Feds' for that one. 

But, yes, it does seem to be cleaning the already filtered air before it reaches the throttle body. However, removing it hasn't had any negative effect on my car (no EMLs etc).
