Pushrod in place?  Release arm operates  as expected?  If so, it has to be air.  How did you bleed?  Best done with a pressure bleeder.

Bled it with a vacuum bleeder.

Another strategy is to un-bolt the slave cylinder while bleeding, let it hang down with the bleeder valve on top. That way you won't have any captive air pockets in the slave.

I find vacuum to be problematic sometimes on clutch hydraulics.  Pressure seems to work much better.

When bleeding, should I position the clutch in the pressed position or support it the unpressed position?

If I'm not mistaken the reservoir is connected to the master main chamber and on out into the line when the pedal is retracted fully. Activation by moving the pedal first drives home the check valve which shuts off the feed from the reservoir, so preventing the pressure from avoiding the load at the slave end of the circuit. If correct that means you should pressure bleed with the master piston rod fully retracted, as in pedal at rest.

Cheers
