Gates Powergrip 5206 is commonly used.  It is 1mm narrower than Lotus original but absolutely fine.  For the extra 1mm, find a Gates Powergrip 5168.

I have the T104RB on my S1. Seems to work fine. My engine block (907) was originally in a Jensen Healey. If you need me to take some photos from the back/top, I can do so. 
 

Does the the S3 have the 2.2L?  It is the same belt, isn’t it?
 

Is there any possibility that something is happening at the crankshaft pulley?  Somehow the belt isn’t seating properly (grooves filled with dirt or old belt).?  So it slips?
 

You could count the teeth on the belt (should be 133, I think). 
 

Or double check how it is riding over the tensioner. 
 

If the engine ran at some point with these pulleys, then it seems like it would have to work with the belt properly fitted.

Both belts have 133 teeth and all sprockets are in good condition no dirt and a rebuilt tensioner. The 2.2 uses the same belt as the 2.0. I quickly tried the standard 5146 and still didn't manage to get it to time up. I will have a proper go next week. One thing I did note is I can feel the 5146 belt has elasticity while the T104RB is very very rigid with no perceivable give. I think I have just lost the knack of fitting the cambelts in situ😄  its been a few years since I have done one.

Thanks for the info. As I have 2 of the earlier style "T" belts I think I will use these first then replace the early sprockets with the later HTD sprockets.
