That's the elevator trim in auto mode I believe. They're black/white so the pilot can see that the autotrim is working, makes a noise too I think.

Re the Pikes Peak videos, I don't know what would be worse. Getting stopped quickly by a bunch of trees and underbrush or becoming airborne on a completely uncontrolled ride.
