Does anyone know what the rubberised strap material is that secures the jack in place.

Was looking at mine the other day - It's gone dry and has lost its elasticity. Same for the strap that secures the toolbox.

I replaced mine with Pirelli webbing, which seemed identical.

Take a look at "insert rubber" as well.  Available in different thicknesses.

Several years ago, I asked Steve at SJSportscars about replacements.

He didn't have any made-up with the metal hooks on the ends at that time, so he sent me lengths of plain OE-type strapping.

 

I then removed the metal ends by straightening the staple legs. On the replacement strapping, I estimated the proper length to allow for security without too much stretch, and drilled holes in the rubber so that I could re-insert the original staples and bend the 'legs' snug. Took a couple tries to achieve the proper length. The picture is of an early effort.

 

I replace ALL of the straps (toolbox and jack) over the course of that summer.

Same here, I re-used all the original hardware, only needs simple hand tools.
