This comes from British Columbia...but is just as true in the UK...or France..... It's 15 minutes long, but the best I have seen on speed limits and their validity...or lack of......

Very well-argued, I thought.  It's true that, in general, drivers drive at a safe speed whatever the speed limits are.  One bad side effect of having speed limits that are generally too low is that, when a low speed limit is justified because of, say, a hazard that is not obvious, drivers ignore it, thinking the authorities are crying "wolf" again.

 

The whole subject is too emotive to allow rational actions.  I believe that, even when speed is a factor in a bad accident, it's not usually someone going 1 or 5 or 10 mph over the limit.  It's someone going way over the limit but they just get described as a speeding motorist as do all those going 5 mph over the limit.
