It's a system where removing any one lock will free all of the others. Quite clever really.

I assume it is a common entrance or something, and everyone has his own padlock to allow access? The 2 bottoms ones I don't understand, those look more like the lovers locks on certain bridges etc. At second glance, I'm not sure the 2 middle ones are locking something either.

That was my first thought as well, see my earlier comment. But if you look carefully, the plates to 15 and 18 seem to slide in the pins, so you could turn the pin and slide out the plate with just one lock removed.
